Distance Learning Platform Design
& Regional Capacity Building
Designing and institutionalising a distance learning ecosystem to support ECOAGRIS capacity-building across food security, nutrition, agricultural statistics, and early warning systems in West Africa.
The Centre Régional AGRHYMET, a regional training and capacity-building institution in West Africa, engaged me to lead the design, implementation, and institutionalisation of distance learning programmes in support of the ECOAGRIS project. The objective was to strengthen the capacity of regional stakeholders by enabling scalable, high-quality distance learning across priority thematic areas — food security, nutrition, agricultural statistics, and early warning systems.
AGRHYMET needed to expand its training reach beyond face-to-face delivery to support geographically distributed stakeholders across multiple West African countries. Subject-matter expertise existed within the institution, but the infrastructure, instructional design capability, and internal platform management capacity to deliver distance learning sustainably did not.
AGRHYMET needed to move from face-to-face delivery to scalable distance learning without losing the depth and technical rigour its programmes required. Building a platform was necessary but insufficient — internal capability to design, administer, and monitor distance learning had to be developed simultaneously, not sequentially.
AGRHYMET successfully established a functional distance learning ecosystem combining platform capability, instructional design practice, and internal technical support. Experts were equipped to design, deliver, and monitor distance education programmes independently — significantly strengthening ECOAGRIS' regional capacity-building strategy and reducing long-term dependency on external consultants.
Sustainable distance learning in regional, multi-country contexts requires parallel investment in platforms, instructional design capability, and institutional ownership — not sequential hand-offs between technical and pedagogical phases.
