Camara Learning Academy — Multi-Country Teacher Professional Development Content Program

Designing and developing a scalable, multilingual digital content library to support teacher ICT professional development across Kenya, Tanzania, and Zambia.

Context

Camara Education engaged me to lead the design and development of digital learning content for the Camara Learning Academy, a virtual learning platform supporting teachers’ continuous professional development (CPD) in ICT. The Academy serves teachers across Kenya, Tanzania, and Zambia, delivering self-paced professional learning in both English and Swahili.

The objective was to establish a scalable, high-quality digital content library to support teacher upskilling across multiple countries and linguistic contexts.

Challenge

The initiative required the rapid development of a large volume of high-quality, interactive eLearning content while ensuring instructional consistency, cultural relevance, and technical compatibility across regions. In parallel, Camara needed to build internal capacity to sustain content development beyond the initial rollout.

Constraints

  • Multi-country delivery with linguistic and contextual variation
  • Requirement for self-paced learning suitable for diverse teaching environments
  • Need to ensure SCORM compliance and platform compatibility
  • A newly established internal team requiring upskilling
  • Pressure to deliver at scale without compromising instructional quality

Decisions & Approach

As lead eLearning content developer, I designed and led a content-first, capacity-building engagement that combined production, localization, and team enablement. The work entailed:

  • Leading the design and development of 42 interactive, SCORM-compliant eLearning modules using Articulate 360
  • Uploading and structuring the developed courses within the Academy’s learning platform
  • Training a newly established internal team on interactive eLearning development using Articulate 360
  • Leading the localization of content for teachers in Kenya, Tanzania, and Zambia
  • Providing strategic guidance on eLearning approaches, technologies, and tools for long-term sustainability
  • Uploading and configuring the developed courses within the edX Studio LMS

Outcome & Insight

The Camara Learning Academy launched with a robust library of interactive, multilingual self-paced courses supporting teacher CPD across three countries. Internal teams were equipped with the skills and processes required to continue developing and maintaining digital learning content independently.

Key insight: Large-scale teacher professional development initiatives succeed when content quality, localization, and internal capability are addressed together — not sequentially.
